What is EPR?

Extended producer responsibility is a policy approach aimed at minimizing the environmental impact of electronic waste (e-waste) by holding producers accountable for the entire lifecycle of their products. This includes the design, production, and disposal phases.

Producer Accountability

   Electronics manufacturers worldwide and locally are responsible for the collection, recycling, and safe disposal of their used and end-of-life products. This encourages them to create environmentally friendly and recyclable products. In South Africa, producers are also required by law to pay for informal collection of electronic waste and implement or be part of a job creation process that includes waste pickers and medically challenged individuals. ITR, in collaboration with the R2E2 PRO, is closely involved in the development and execution of these legally mandated EPR procedures.      

Collection and Recycling Programs

 Producers are required to establish convenient collection points where consumers can drop off their old electronics. These items are then sent to specialized recyclers to recover valuable materials and safely dispose of hazardous substances. 

ITR, in collaboration with the R2E2 PRO, has developed and implemented a national e-waste collection model that lets consumers drop off obsolete electronics at convenient shopping mall locations. All producers who are registered with R2E2 are integrated into this collection model, thereby adhering to the EPR legislation pertaining to the collection of electronic waste, without incurring any additional expenses.   

EPR FEES

Producers are subject to EPR and recycling fees based on the type and quantity of electronic devices they sell and their put-on market weight (POM). These fees serve to finance the collection, job creation, recycling, and infrastructure initiatives as mandated by the legislation.

 In collaboration with the R2E2 PRO, ITR has devised procedures that guarantee that producers are not subjected to unjustifiable, disproportional, or excessive EPR fees in order to achieve compliance. This ITR/R2E2 procedure guarantees producer compliance without producers having to pay exorbitant fees to PROs, which would ultimately impact the producers' competitiveness in the market. Working with our customers and R2E2, we are able to migrate our producers EPR fees from a flat fee structure, to a modulated fee structure, to an Eco-Modulated fee structure. This intelligent and proactive approach to EPR fees will save our producers' millions of Rands over the years, as producer EPR liability increases from 17% (2024)  recycled of POM weight to 82% (2023) recycled of POM weight. 

Regulatory Compliance

 Producers are required to register with the appropriate authorities and adhere to specific EPR regulations. In South Africa, producers register with the South African Waste Information System (SWAIS) and join a Producer Responsibility Organisation (PRO). ITR supports its producers in this process and ensures that their required volumes are met, as required by the EPR legislation. We are able to provide producers linked to ITR and R2E2 with the best value and compliant e-waste EPR pricing structure.

Your EPR costs are calculated using the DFFE “GUIDELINE AND TOOLKIT FOR THE DETERMINATION OF EXTENDED PRODUCER RESPONSIBILITY FEES”  We can provide you with the tools that enable you to monitor your recycling and calculate your EPR liability, while ensuring that compliance with R2E2 reporting and compliance requirements is met.
